Dr. Paul Glassman Appointed to National Quality Forum’s Expert Panel for Oral Health

Dr. Paul Glassman, director of community oral health and the Pacific Center for Special Care at the Arthur A. Dugoni School of Dentistry, has been appointed as co-chair of the National Quality Forum's (NHQ) Expert Panel for Oral Health. The panel will address the need for performance measures that are applicable to oral health safety net dental programs, the Child Health Insurance Program Reauthorization Act and the Medicare and Medicaid core measures set, and can be used by other implementers.

The expert panel will build on the work of various government agencies including the Department of Health and Human Services (HHS); Agency for Healthcare Research and Quality (AHRQ); Health Resources and Services Administration; Division of Quality Assurance; and others to identify oral health measures. The project will focus on measures applicable to all populations, with specific focus on children and other vulnerable populations.

The project will begin with NQF conducting an environmental scan to identify existing measures from various sources throughout the pipeline. It will also identify where gaps exist in the priority areas defined by the HHS Oral Health initiative, Healthy People 2020 and HRSA's strategic priorities. The expert panel Glassman is a part of will also be used to prioritize the concepts or preliminary measures that could be targeted for further development and testing.

A nonprofit organization, NFQ operates under a three-part mission to improve the quality of American health care. It does this by building consensus on national priorities and goals for performance improvement; working in partnership to achieve them; endorsing national consensus standards for measuring and publicly reporting on performance; and promoting the attainment of national goals through education and outreach programs.

Its membership includes a variety of healthcare stakeholders, including consumer organizations, public and private purchasers, healthcare professionals, accrediting and certifying bodies and health care research and quality improvement organizations. The breadth and diversity of its membership allows NFQ to be well positioned to maintain a constant drumbeat for health care quality.

In addition to his role on the NHQ Expert Panel, Glassman is also a member of AHRQ and the Centers for Medicare and Medicaid Services' Pediatric Quality Measures Program Expert Panel. He also recently authored the report Oral Health Quality in the Era of Accountability which was supported by the W.K. Kellogg foundation and the DentaQuest Institute.
